Pinellas County’s $90+ Million Employment Sites Program

Pinellas County has committed funds in excess of $90 million to assist in the construction and redevelopment of industrial (manufacturing & flex) and office buildings in order to facilitate a strong and robust local economy that provides growth opportunities for existing businesses and attracts new target industry employers to Pinellas County.

Applications will be accepted from developers and Pinellas County businesses that present proposals that demonstrate the capacity to successfully develop, market and manage the proposed project in accordance with all local, county, state and federal laws and guidelines. For this program, allowable capital expenditures related to development include:

  • Site preparation
  • Vertical construction
  • Infrastructure development
  • Site acquisition

All potential applicants for the Employment Sites Program are required to have a pre-application meeting with Pinellas County Economic Development staff. Please contact staff to set up an appointment. All proposals for new construction, expansion or rehabilitation of office and industrial buildings will be required to submit a detailed financing plan which must document a financial gap (i.e., a lack of funding which would prevent the project from achieving financial feasibility with sufficient returns to the developer, as well as financial feasibility once Penny IV Economic Development Program funds are provided). Sufficient returns to the applicant will vary by project type and will be determined during the review process based on market conditions and data.
