Why use economic development incentives?
Pinellas County Economic Development partners with the State of Florida and local municipalities to present incentive packages for the consideration of the Pinellas County Board of County Commissioners. Businesses considered for incentives are growing companies in target industries that are projected to create and/or retain high-wage jobs through an expansion within or relocation to Pinellas County. While incentives should not be the primary factor in a corporate expansion or relocation decision, these tools are a significant part of the hyper-competitive site selection process and an essential part of ensuring Pinellas County can compete for and win projects.

Qualified Target Industry Tax Refund (QTI) is available for companies that create high wage jobs in targeted high value-added industries. This incentive returns a portion of taxes paid by the business after the company meets its job creation and wage commitments. Pre-qualified businesses receive tax refunds of $3,000 per net new-to-Florida job. Additional “per job” bonuses are available for businesses paying 150% or more of the average annual wage or locating in Enterprise Zones or Brownfield designated areas.

Ad Valorem Tax Exemptions can abate County property taxes for qualifying target industry employers that are expanding within or relocating to Pinellas. The exemption can be granted for up to 10 years on new equipment and improvements to facilities and must be approved by the Pinellas County Board of County Commissioners.
