RFP for Pinellas County Job Corps Center Operations
to be released on August 1

CLEARWATER, Florida – July 31, 2008 – The U.S. Department of Labor has released a presolicitation notice regarding the request for proposal (RFP) to be issued for the operation of the new Pinellas County Job Corps Center located within the Midtown community of the City of St. Petersburg.  This RFP for the center operators will be issued on, Friday, August 1, and interested parties should access all information regarding this RFP at http://www.fedbizopps.gov.   

 

A Pre-proposal Conference will be held at the Department of Labor, Sam Nunn Atlanta Federal Center, 61 Forsyth Street SW, in the Conference Center, Conference Room D, Atlanta, GA 30303, contact number (404) 302-5812 or 5813 on Thursday, August 7, 2008, at 1:30 p.m. local time(EST). It is recommended that interested parties download the RFP from the website prior to attending the Pre-proposal Conference.

 

All questions prior to the Pre-proposal Conference should be submitted in writing to Lynn D. Owens, Contracting Officer (owens.lynn@dol.gov) to facilitate responses at the conference no later than Monday, August 4, 2008. Proposals in response to this RFP will be due no later than Tuesday, September 30, 2008, at 2:00 p.m. Eastern Time.

Request for Proposal (RFP) number DOLJ09UA00025 is issued for the operation of the Pinellas Job Corps Center. The new Center currently under construction is located at the intersection of 22nd Street South and 5th Avenue South, in St. Petersburg, Florida. Job Corps is a National residential and non- residential training program for economically disadvantaged youth, between the ages of 16 and 24. The program is administered by the Department of Labor – Office of Job Corps. It is anticipated that the resultant contract will be a Performance-Based Cost-Plus-Incentive Fee contract for Center operations. The Contract will have a two (2) year base period from July 1, 2009 through June 30, 2011, plus three (3) unilateral options of one (1) year each. The RFP will be made available approximately August 1, 2008 at the following website: http://www.fedbizopps.gov/. The average capacity for the center is 300 youth of which 272 are residential (136 male and 136 females) and 28 non-residential students. The successful contractor shall provide academic and career technical training, operate counseling and residential living programs and provide support services to include: wellness/health services, student employability records, behavior management and incentive system, clothing issuances, mail and legal services. The contractor shall provide overall center management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. All activities will be in compliance with applicable DOL/Job Corps regulations, and policies.
